Lidl wants to demolish the former Good Companions pub on Limpsfield Road and build a store.
The plans faced strong opposition from the local community.
The Planning Inspector said the store plus 70 car parking spaces and a new access road would create the "potential for confusion between drivers" and "increase the number of potentially conflicting traffic movements". He added the plans would create "a new source of potential conflict" between pedestrians, particularly school children, and vehicles.He concluded the development would "adversely affect safety on the adjoining transport network."
The major issue was in relation to parking and highways and in particular the very serious concerns raised about the proposed new junction in Limpsfield Road for accessing and exiting the new supermarket.
Opposition is mounting against the supermarket's 1,300-square-metre store plan, which has been put out for consultation by Tandridge District Council.
